Mr. Mark Russell would make a mighty fine assessor if the Assessor’s job only consisted entirely of TALKING. However, it does not.
He has been in charge for 20 years, and the assessments are worse than ever. His assessment roll is so out-of-whack that it’s a state-wide joke. And he has done NOTHING to fix that.
He’s correct – the attorney’s job is like shooting fish in a barrel. That’s after 20 years of Russell being in charge of the barrel.
That’s because he TALKS about doing his job, but never DOES it.
Every year, the court ORDERS him to adjust the assessments of about a THOUSAND taxpayers. It is completely within his power to adjust them WITHOUT being legally forced to do so. He does not. Because doing so would actually require him to APPRAISE something instead of TALKING about appraising something.
His long-established M.O. – known to all in City Hall – is to pawn off any actual work on someone ELSE so he will not be held accountable for any actual decisions. The only reason he’s been there as long as he has is because his endless stream of egotism succeeded in buffaloing both Spencer and Amicone.
BTW, Hezi, did you ask him about the fact that he’s being sued by his own staff for sexual harrassment?
Well, he’s gone. Maybe he’ll be replaced by an Assessor instead of a speech-maker.
