In January, the European Union passed a banking reform that includes a “bail-in”—a practice that places bond holders and large depositors at the front of the line to be used as funding sources to offset a write-down of bad bank loans. In his article, Fred Kingery explains the possible implications of a “bail-in” and how Italy’s non-performing loans (around $400 billion) could damage the country and the EU. He writes, “In effect, in a worst-case scenario, any attempt at a write-off of this magnitude could cause a termination of all non-central bank funding of the entire Italian banking system and it would cease to function.”
