Mount Vernon Mayor Thomas speaks to a federal lawsuit was file by Blue Rio LLC and principal Peter Fine that alleges that the City of Mount Vernon and Mayor Richard Thomas, and the Thomas Administration had exacted political retribution, arbitrary building code enforcement, and harassment related to the La Porte project at 203 Gramatan Ave., a 159-unit apartment and retail complex that was expected to open last fall. The allegations asserts the 14-story building’s opening has been delayed because the developer would not hire a consultant, suggested to be an advisor and friend of Mayor Thomas, further that Mayor Thomas had approached the developer’s legal counsel, Andrew G. Celli, Jr. to give Michael Gianatasio a consulting job. Gianatasio, a safety consultant, president of Universal Engineering Services, a consultant for and member of the Board of the Mount Vernon Industrial Development Agency, and a long-time associate of Joe Spiezio, and present Mount Vernon Deputy Police Commissioner. Spiezio had in the past financed Gianatasio in his election bid for political office. That effort failed. At issue now is what are the facts?
