Burns_Gail Abiding by the Law While Failing the Smell Test

White Plains, NY and Yonkers, NY — The Westchester County Conservative Party has become the latest bastion of political chicanery, prostituting its tenets by promoting itself the latest political "pay to play" arena. When Westchester County Conservative Party (Chair Gail Burns pictured) submitted its documentation for its 2009 July Periodic Report Summary to the New York State  Board of Elections on July 19, 2009,  it stipulated the political action committee (PAC) had an opening balance of $12,555.97; amassed contributions valued at $45,925.00, and had expenditures valued at $59,978.26, leaving a closing balance of -$1,497.29. On July 21, 2009 an addendum to the original filing  made a correction which increased the closing balance upwards by $36,000.00. Contentions of "pay to play" politics in Westchester are said to be gleaned by reading between the lines. Always above board but it can't seem to pass the "smell" test. You be the judge.

* The Westchester County Conservative Party has no office it calls its own. When it has a large meeting it has used the premises of AFW Legion Halls. ADDENDUM… Conservative Party officials after reading this article advise that they have within this past month acquired rental property in Yonkers at which they will hold future meetings.

** Evelyn Spano is a relative of Nick Spano. The July 21, 2009 filing shows a correction to a $40,000.00 entry rectified to show $4,000.00. Still the party has no offices to furnish.

  1. some of you are complaining about who is
    more conservative..some of you are complaining about the arcane election laws
    some of you are arguing about whether
    the conservative party has an office and
    some simply complain just to bitch..but
    when you think about it..if new york did not
    permit minor parties to cross endorse you
    would not have anything to complain about
    so its the process that needs to be fixed
    otherwise you will never solve the problem
    ban cross endorsements

Over a six-week period this summer, more than 125,000 New Yorkers put down their address and signed their name to support Bill de Blasio’s campaign for Public Advocate and put Bill on the ballot. Now our democratic choice is in jeopardy because of New York City’s notoriously arcane election laws.
    A typo should never kick anyone off the ballot, especially a candidate who has the support of hundreds of thousands of New Yorkers across all five boroughs
    Here in New York City, elections should be about debate, democracy, and about people’s opinions being heard. As the New York Times wrote in an editorial (http://www.nytimes.com/2009/07/25/opinion/25sat2.html) last weekend unequivocally supporting Bill’s right to be on the ballot, “The treatment of Mr. de Blasio, who is expected to appeal, is a reminder of how easy it is to squeeze out the competition in New York elections.”

  3. The only pox here have been the pretenders in the Republican Party who pander to liberals for votes.
    And yet every year you want real Republicans to endorse you, along with the Conservative Party to boot.
    Those independent voters, Democrats and Republicans who look for the Conservative line as some assurance that the candidate is a “real Republican” are the only true victims here.
    There’s nothing “pretend” about the need for a Conservative Party. The only issue is reforming and cleaning out the corruption.
    As for the need for third parties, it only happened because the two major parties took their party platforms for granted.
    Under Pataki particularly (who did benefit from this madness more than anyone else), the whoring for votes had no bottom — and his Republican Party pretended to be something for everyone.
    The New York State Conservative Party’s mistake was not primarying Pataki in 2002 — but there is no need to primary Rob Astorino.
    He is a conservative Republican.

    It most certainly IS a “pretend” party. It has no candidates, never has, never will. So it’s “pretend”.
    Is it influential nonetheless? Yes.
    So is the World Wrestling Federation.
    That doesn’t mean the outcome in the WWF hasn’t been determined in advance.
    Your comments that seem to me to be regarding the so called “Independent”
    Party are right on.

  5. The volunteers in the Conservative Party who toil in their free time to collect signatures and help candidates shouldn’t be confused with those bullying the process.
    The line often used is that we’re the “real Republicans” because some divisions in the GOP around New York State don’t support parts of the Republican platform.
    … Yet the same people defying the Republican Party (including some Republicans) want the Conservative line without having to actually be fully supportive of the Republican platform.
    Ironically, Rob Astorino has probably been the most pure Republican candidate Westchester has seen in a generation or more.
    There were no grounds to reject Astorino.
    There are no grounds to support Spano.
    What’s at stake here is the voter’s trust in the Conservative Party.

    … Could not have won or ascended without the Conservative Party.
    Most judicial races are won and lost for Republicans on the Conservative line. The margin of victory in most close local, county and state election has been the Conservative line.
    Many Democrats in this county who actually vote for Republicans in this county, particularly in Yonkers, look to see if the candidate has the endorsement of the Conservative Party.
    There’s nothing “pretend” about it — though that also explains why some people would break the law to maintain control of the Conservative Party.
    Close the office, tear up the lease, give back the money — and stop allowing political leaders to be paid off by underworld crime bosses.
    Also, perhaps it is time to do to patronage job holders what was done to attorneys a few years back.
    … Anyone holding a taxpaper-funded position should not be allowed to be a chair of the Westchester County Conservative Committee.
    Then watch how fast this criminal crap stops.
    … Not pretending.

    leaders who carry…just like republicans
    this has everything to do with stopping
    zherka and cavalo from getting their way
    and influencing the political process..
    remember zherka financed andy’s son david
    cavalo and zherka support castro for da..
    those guys should not be wielding any influence and if you look at the results
    of the conservative convention votes you will see that many other leaders decided
    to do exactly what gail burns did…the
    election is over before it begins..and you
    can thank cavalo and zherka for that..but
    aside from the fact that minor parties have
    way too much influence, they also allow
    people like cavalo to interfere in the two
    party election process. like it or not
    there are some people who want that to stop

    Your statement that Democrats never pay anyone to carry petitions is asinine and a knowing lie on your part.

    teaching cavalo and zherka a lesson that
    contrary to what they thought, they are not
    the kingmakers in westchester politics, which both of them had visions of being…this is simply to let them know that
    the conservative party has more to say then
    they do about who wins elections. that is why 71% of the delegates went along with the
    spano and difiore endorsements..its not about money contributed and its not about
    paying for petitions which by the way the
    conservatives always do and the democrats
    don’t which is why castro had no other
    choice since he has little or no support
    in the democratic party

I wonder what Tracy Everson’s response would be to the fact that the Conservatives had to pay the Spanos and a bunch of others to carry their petitions using the fat donations she and her husband made to the Conservative Party. Wasn’t it just a week ago she was demonizing Tony Castro for paying people to carry his Dem petitions? Where were all the proud Conservatives knocking down your door to carry Janet’s petitions? What say you now?

  11. Ah, Fois- you’re just SUCH a tool. If the County Leader rents space for an office, that’s up to the Leader. That doesn’t make it YOUR office or mean that some outside city leader gets access. When are you going to get it? You’re not a County Leader. You’re not a County Officer. You’re not on a County slate. You’re just a big mouth District Leader with an ax to grind.

  14. Why does it matter if there is an office and if you personally can or can not go there?
    The Conservative party is a pretend party (just like many “freelance” jobs are pretend jobs).
    There are no slate of candidates running solely as candiadtes of that political party and then governing are there?
    Can you name me one candidate in Westchester who ran on the conservative (Or Independent) ticket alone and is in government?
    One?
    Ever?
    In history?
    I didn’t think so.
    It’s a pretend party so why not just pretend you go the the office?
    You could even do this while actually hanging out all day at the Latte store. Nice, eh?

  16. The County Conservative Committee was not informed that we now rent an office in Yonkers until a question was raised at our recent meeting.
    Most of the leaders do not have access to this office. We neither have a key nor do we benefit from its use. We’re not even allowed in there.
    Most of the leaders are not allowed to tap funds from the County Committee for stationary, printings or mailings.
    … So these monies are being wasted on legal masturbation, self-promotion and support of liberal Democrats.
    There is never any approval of expenditures by the County Committee. It’s never brought up to us. We were not aware so much money had been donated to the County Committee leaders by liberal Democrats.
    It’s not surprising that they emptied the party’s bank account as quickly as Democrats filled it.
    The money should be returned.

  17. I noticed that you did not have anything to say about Mary Bellantoni…………Cat got your tongue?? Or perhaps the fact that her son just partnered with Lovett has got you worried about a lawsuit??
    The reason I didn’t say anything is because I am not familiar with Mary. Know of the Bellantoni name, yet could not confirm a relationship through my sources. These is much I do not know. Your conjecture about fearing a lawsuit is conjecture and baseless. Thanks for playing. Kindly, Hezi.

  18. It’s amazing in the 21st century in the good ol’ USA that there are political parties that never have candidates running for election, that collect money and pretend that they are a legitimate political party.
    What is worse is the fact that other political players from all sides still give this non event money and time.
    Even scarier still is the fact that voters will pull the lever for anyone on this parties line. What an ignorant bunch of morons.

  19. Check out ‘Friends of Nick Spano’ July 2009 political contributions at the NYS Board of Elections webpage. Nick had donated money raised from Republicans to a slew of radical democrats like Gang of Four members Pedro Espada, presently under investigation for fraud, Hiram Monserrate, indicted for slashing his girlfriend’s face, and Carl Kruger. Also anti-cop radical Eric Adams, gay marriage bill sponsor Tom Duane… Need I go on? What do you think Yonkers Republicans. Fire all the Spano hacks working for Republicans!!!

  20. What, you’re an accountant, now? OK, I read it. The stories you printed over the past several days describe at least two proxy wars in the past few months in this party. Where do you think the money comes from to pay for the paper, the printing, the office supplies? You’re talking thousands of mailings, and paying people to get signatures on petitions and two sets of proxies. I’ll bet that since the Astorino camp was heavily involved in these wars, if you check the republicrat filings, you’ll find pretty much the same thing.
