Yonkers, NY, September 30, 2010 — The Yonkers Board of Ethics today made notice of a meeting it calls to order for October 14, 2010, at 7:00 pm, at Yonkers City Hall - 40 South Broadway, 2nd Floor – Mayor's Reception Room.

  1. Hon. Joseph Nocca, Chair
    * Board Members Fred Buhler; Earl Headley; Helen Henkel; Andrew Macdonald; Joseph Martin; and Mark Pittman.
    Martin and Pittman died. Headley resigned. New appointees: Michael Grafeo (R), Cathy Ennis (D), James Westbrooks (Not in any party). Nocca and Buhler are Reps and Henkel and MacDonald are Dems. The statute specifies a mix of parties. Garfeo was a former Amicone appointee for City Court Judge who lost, Ennis is a friend of MacDonald and Regan and Westbrooks was rejected last year by the Council when the Mayor nominated him to the Landmarks Board.
    The appointments are made by the Mayor, Council President and Chief Judge but Amicone and Martinelli just team up and appoint whomever they want regardless of what Lesnick wants.

  2. Other than the former judge the others appear to be nothing more than water boys and girls for the Mayor who is seriously challenged when it comes to ethics-nothing more than a rubber stamp for Amicone

  3. Helen Henkel #1 political hack. She’s been at the public trough since the Dutch occupied Yonkers. I believe Joseph Martin has been deceased for well over 6 months. Andrew MacDonald best buddy of Bill Regan.

  4. The Ethics Board is established by Section C1A-23 of the Code of Ethics of the City of Yonkers. Its duties include: investigation of ethics complaints, conducting hearings, recommending disciplinary action, rendering advisory opinions, administration of City employee disclosure statements and providing ethics training for city employees.
    The current membership of the Ethics Board is:
    * Hon. Joseph Nocca, Chair
    * Board Members Fred Buhler; Earl Headley; Helen Henkel; Andrew Macdonald; Joseph Martin; and Mark Pittman.
