YONKERS, NY —  February 13, 2013 — Yonkers City Hall will be hiring a class of entry-level
Firefighters this Friday, February 15, 2013. 
A ceremonial swearing-in event is said to take place at the Yonkers Riverfront
Library and officiated by Yonkers Mayor Mike Spano and followed thereafter by what is known as the "official" swearing in process to be conducted by Acting Yonkers City Clerk Vincent Spano.

The event is juxtaposed to City Hall still engaged in a
continuing arbitration hearing process challenging Yonkers Firefighters Union
Local 628 over minimum manning levels and first responder status. The arbitration
process is conducted before the New York State Public Employment Relations
Board (PERB) and will be conducted in another part of the library that same Friday.

An ancillary aspect of the PERB arbitration meeting noted above is that firefighters from five states have written letters to New York State Governor
Andrew Cuomo in opposition to the governor’s proposal to limit arbitration in
union disputes which local governments say their taxpayers can no longer
afford.

Governor Cuomo proposes to cap wage increases that arbitration
panels could give unionized public workers at 2% if the municipality, like Yonkers, is deemed under “fiscal stress”. It is understood that
Yonkers Mayor Mike Spano supports Governor Cuomo’s concept.

The impetus that is cajoling Yonkers City Hall to move ahead
with the hiring of an entry-level Firefighter class is to avoid needing to
again file for a Safer Grant, and to avoid any possibility of having that
request denied if it would be filed later than this week.

  1. That will not happen BoWeiviel. Let me explain. The teachers were completely silent about the superintendents contract extension and silent on the private-public administration planned for fixing the schools physical plants problem.
    Notice how silent everybody is about the contract?
    They hammered it out? The big giveback was what? The teacher rating system? That was coming no matter what unless they wanted to give up millions in school aide, and made it look like they did us a favor?
    Therefore administration will make it look like buisness as usual in the budget presentation,just watch.

  2. Give the teachers a nice raise, then let the other unions suffer more, then easy solution. Give the BOE less money come next budget year, and let them figure out how to pay for the raises.

  3. Looking at the Cities budget numbers, something will give. Either taxes will go way up or cuts in workforce.
    Unless the numbers being presented are inaccurate.
    It does save the city money to hire these men, only question is how long can it be afforded once the grant money runs out.
    I guess we get to that bridge in about 3 years?
    Stay tuned for the budget presentation and see if they highlight the teachers salary increases effect on the budget. If it shows they are more in the red because of it you will know we will be going to one day a week garbage pickup thanks to spano.

  4. Heah mike. Kind of sucks. At 10 am at the library Barry is finishing up the arbitration that you tried to stop but were unable to….you lose again…
    At 2 pm at the library Barry gets to shake the hand of 35 new hires that he was able to secure and MAKE you hire them at 72 starting salary……you lose again
    That s some Friday. Wonder what the weekend holds for you.

Let me save you a few years of waiting if the man power levels are keeped up, the over time will be down, if the man power decreases without hiring new recruits for the posistions, overtime will increase. I assure you I am not a genius this is third grade math I am performing here for you. As far as paying for the F.F.s in the future they are already budgeted ,but were not hired because of the political hack running the city. END OF STORY.

  6. Hezi, don’t you think it’s time to list all of the special “friends” and relatives that were hired by the city and compensated at exorbitant salaries for virtually do-nothing jobs. Time to truly expose this hypocrite; one term wonder.

  7. someone should follow up a year, two year, five years after these new hires are on to see if overtime costs really do come down.
    also, as i understand it this grant will pay for the new hires for the first year (or two? or three?) but that after that they will become a City expense. So let’s not fool ourselves into thinking that this is a free lunch.
    anyway, good luck to the new hires…you’re going to need it in this town.

  8. Hey Ralphie boy, funny I don’ t see a number mentioned anywhere in Hezi ‘s article? Maybe you can tell me what the correct amount of FF’s would be to fill the vacant positions? How come the correct # and the actual number are so far apart there Ralphie know- it- all? How many are being hired tomorrow ? Come on Ralphie show us wht you think you know. Didn’t think so.

  10. Everybody is missing the portion of a 2 percent cap.
    The question is why now after you gave the teachers a raise?
    Will the rest of the workforce be cut out?
    Do we have a shortfall for this coming budget?
    Were the teachers not already ahead of other workers in contracts as far as percentage?
    Will this reflect in upcoming arbitration?
    Does the mayor know this or will he move his King(Cuomo) foward on the chess board to usurp the other workers in the city?

  16. I guess you can say Spano caved. I have followed this story since the city received the SAFER grant (as THEY say follow the money)and I think him and Deputy Dog Face ran out of time and tactics, the Mayor keeps mugging it up for the cameras claiming victory and telling the tax payers( whom he cares so much about) that the unions were using stall tactics and hiding, but we know who does the run and hide tactic when the real cameras are rolling. I think he realized that he has to do the right thing and no arbitrator, mediator or any other person with a half a brain was going to side with him and Deputy Dog Face. As they say the jig is up. Maybe just maybe his pisan in Albany can change the rules in the future so he may win one,but for now he has to swallow his pride and do the right thing.

  17. It is only fair that a young man that has taking a civil service test is given the chance to reap his rewards. This political mess in Yonkers should not affect the future of the new recruits. I can only ASSUME that Deputy Dog Face and Mikey Mouse have run out of stall tactics, again the unions will some how look like the bad guys. This is financial common sense to hire a new class,but I do caution this is Yonkers the city of hills. Good luck to the new F.F.s

    Teachers are far beyond it.
    Why now, give away the rest of the store.
    Raises to teachers and a 100 million budget shortfall for next year.
    What is real?
    Raises to administrators and 100 million in the hole.
    Who is real?

  19. Yeh that’s the right attitude to have boot. WE deserve, WE are needed even if they close firehouses. As long as you get hired nothing else matters?   20. Thank you, that is my point – politics and friend scholarships should be out of it. Civil service tests and merit should control, but usually do not in this city. That is why it is important for Hezi to check it out for us. He has the ability and contacts to do just that. What you say and what I say doesn’t matter. So, let’s get some facts!

The safer grant will cover the training and salary for the new firefighters for the first year where he messed up was by not hireing back last march using the same grant and reducing the years overtime substantially also what ever comes out of the contract negotiations will effect the new recruits even if there in the acadamey and even if he suceded in his attempts in lowering the minimum manning these recruits would still b needed as there are currently close to 50 vacancies with another 20 by mid year there have been two police classes and a third scheduled n this is the first fire class in two years

  24. two percent cap? the teachers raises, benefits, pension and health care will be well over two percent per year in the currently negotiated contract. So why start now?
    one point five raise plus heath care increases plus pension increases plus welfare fund increases, thats two percent?

  27. Really, I have been to dozens of swearing in ceremonies and promtions over the years for fire and police and rarely has the city clerk shown up yet presided over a ceremony. The city clerk almost always worked in the background at city hall.

  28. Yeah mike way to go. Thanks for wasting more of our taxpayers money. Why are u hiring these guys w a starting salary of over 70k. Why didn’t u sit down and hammer out a contract w the FD. You just cost us $1,050,000 dollars the first year. Another $800k the second year and $600k the third year , that’s 2.4 million over just the first 3 years. Unbelievable. You Suck SPANO

  29. Vincent Spano instead of the Mayor is an insult again. This Mayor is lacking in every way. I heard Mario Diaz will be doing another follow up. Stay tuned to the Mayor eluding and evading!
