NYS Homes & Community Renewal_logoLESNICK_ChuckYONKERS, NY — June 2, 2014 –Chuck Lesnick, Esq., has been appointed Deputy Counsel and Bureau Chief of the ETPA Bureau (Rent Control in the suburbs) at New York State Homes and Community Renewal (HCR), the state’s housing agency. He replaces Michael B. Rosenblatt who has retired.

In Nassau, Rockland and Westchester counties, rent stabilization applies to non-rent controlled apartments in buildings of six or more units built before January 1, 1974 in localities that have declared an emergency and adopted the Emergency Tenant Protection Act of 1974 (ETPA). In order for rents to be placed under regulation, there has to be a rental vacancy rate of less than 5% for all or any class or classes of rental housing accommodations. Some municipalities limit ETPA to buildings of a specific size, for instance, buildings with 20 or more units. The Rent Regulation Reform Act of 1993 (RRRA) exempts certain apartments from regulation including apartments in buildings converted to co-op or condo ownership that are or become vacant on or after July 7, 1993. The local rent guidelines boards (one each in Nassau, Rockland, and Westchester counties) set maximum allowable rates for rent increases in stabilized apartments.

  1. Actually it sounds like a real job indeed. I do miss him on the Council. With Lesnick, Gornowski, Barbato and McDow gone no one asks probing questions unless Larkin is trying to delay something.

  2. With all of your legal and urban planning training and past experince at HUD, UDC and the City of Yonkers you are no doubt qualified for the job. You will continue to be a resource to the people of Yonkers.
