MOUNT VERNON, NY — May 8, 2019 — Mount Vernon City Clerk George Brown received a call from the Office of New York State Veterans Affairs who inquired of Clerk Brown about a loan application for which there was little information as to the intent of the loan/grant. It was the first Clerk Brown had heard anything about this application. It turns out the application was present to New York State without Clerk Brown’s knowledge as he had not ascribed his digital authority to the request. The email used a password that authenticates the signature, but was not Clerk Brown’s submission.
The person who did submit the application was Mount Vernon Veteran Agency Service Director Commissioner Kristyn Reed who when confronted by telephone had no explanation of the purpose of the application and had never notified Clerk Brown of her intent.
Commissioner Reed has committed an illegal act of fraud. Were it not for Mount Vernon City Clerk Brown’s intervention halting the process, the City of Mount Vernon would be liable to New York State for theft.
