MOUNT VERNON, NY — May 17, 2019 — Mount Vernon Mayor Richard Thomas had decided on Friday of last week to forego pleading guilty for allegedly stealing $12,900 in campaign funds, as well as failing to report his allegedly receiving $75,000 from his inaugural committee.
