The Non-Disclosure Agreement Hezitorial
WHITE PLAINS, NY — March 16, 2020 — The inference deduced from a requested Non-Disclosure Agreement sent to local governments with respect to Protected Health Information by the Office of Westchester County Executive George Latimer is evidently intentioned to prevent or lessen a serious and/or imminent threat to the health and safety of the public and/or an individual person.
For such a Non-Disclosure Agreement to become effective, a city, town, or village would need to gain authority from their respective legislative branch of government approving such a request from its respective executive branch of government, that is of a mayor, supervisor, or a municipal / city manager, to enter into such an agreement.
Westchester County government spokespeople, claiming ignorance of having been even aware of such requests to differing municipalities for such an agreement suggests that some of those who should know are unaware of what is happening under their aegis. While ignorance may seem plausible to some, the responses of feigned ignorance or dementia is in fact deliberate and chosen conduct that undermines their character while defining their demeanor.
At issue is whether the public interest is of tantamount concern, or whether County Government’s concern is liability by their own deficient, deleterious misconduct?
